The United States President, Bill Clinton has said that he is prepared to cancel 100% of the American debt of the world's poorest countries, provided the money is used to alleviate poverty. Mr Clinton told the annual joint meeting of the International Monetary Fund and the World Bank, that the countries should not have to choose between paying debt interest and investing in their children's health and education. He claimed more than 430 million people could benefit from the policy.
