The top seed ran out a 6-1 6-4 winner in the semi-final clash to stretch his unbeaten run on grass to 58 matches.
A four-time champion in Halle, Federer will face Philipp Kohlschreiber in Sunday's final after the German shocked second seed James Blake 6-3 7-5.
