FIFA's ruling is subject to a potential appeal before FIFA's Appeal Committee

FIFA has sanctioned the Israel Football Association (IFA) with a suspended €164,000 fine and warned it over future "discrimination and racist abuse" against the Palestinian Football Association (PFA).

World football's governing body has warned the IFA over its future conduct for "multiple breaches of its obligations as a FIFA Member Association" and ruled the fine is subject to implementing "a prevention plan".

One of the FIFA Disciplinary Committee’s directives in the prevention plan is for the IFA to display "a significant and highly visible banner with the words 'Football Unites the World – No to Discrimination’ at its next three FIFA competition matches.

FIFA said: "The Committee reaffirms that while its mandate is confined to the application of FIFA’s internal regulatory framework, it cannot remain indifferent to the broader human context in which football operates.

"The sport must remain a platform for peace, dialogue, and mutual respect. Its global reach and unifying power carry with them a responsibility to uphold the values of dignity, equality, and humanity – especially in times of conflict and division."

The ruling is subject to a potential appeal before FIFA’s Appeal Committee.

FIFA’s Governance, Audit and Compliance Committee (GACC) ruled no action will be taken against Israel over a complaint lodged by the PFA over the IFA allowing teams located in settlements in the West Bank to participate in competitions under its authority.

"FIFA should take no action given that, in the context of the interpretation of the relevant provisions of the FIFA Statutes, the final legal status of the West Bank remains an unresolved and highly complex matter under public international law," a release distributed after a meeting of the Council on Thursday read.
