Wigan boss Paul Jewell revealed earlier today he had made a bid for the former Liverpool forward.
Jewell is desperate to land a quality striker, especially after seeing Jason Roberts join Blackburn for £3million last week.
However, the Latics boss has again struggled to attract quality names to the JJB Stadium this summer, notably failing with an£8.5million bid for Andy Johnson, with the striker opting for Everton.
Although Heskey's goalscoring record with Birmingham is unimpressive - just 16 in 78 appearances - Jewell sees the 28-year-old as an ideal signing.
'It is not normal for this club to comment on targets until the player has signed,' added Jewell.
'But in this instance it's an open secret that we've made the bid.
'I think he's a player who could do very well for us, but we'll see how the situation develops.'
