Damien Francis' agent was expecting to resume talks with Wigan manager Paul Jewell ahead of a possible £1.5million move from Norwich.
The 26-year-old midfielder is anxious to remain in the top flight following the club's relegation last season.
A fee has been agreed between both clubs and Francis's representative Tony Finnegan told the Norwich Evening News: "We've held talks with Wigan and they went well. It was a general chat.
"We met manager Paul Jewell and I know Damien was very impressed with him. He also liked the set-up there."
