A UEFA spokesperson has confirmed that Spain, Germany, Belgium and the Netherlands will be the four top seeded teams when next month's draw for the Euro 2000 finals is made. The exact format of the draw, which will take place on December 12 in Brussels, will not be decided until meetings two days before the event.
