Wales had to reshuffle their Six Nations team on Thursday for Sunday's clash against Ireland at the Millennium Stadium after former captain Gareth Thomas was handed a four-week ban by European officials.
Thomas was found guilty of misconduct following his part in an angry exchange with Ulster fans while playing for club side Toulouse in a European Cup tie at the French club's home ground on 21 January.
Following the European Rugby Cup decision, Wales coach Gareth Jenkins - who had selected Thomas to play at right wing against Ireland - confirmed he was leaving the former skipper out of his matchday 22.
Hal Luscombe will now move from centre to wing with Jamie Robinson taking Luscombe's place in midfield.
On the bench, Robinson will be replaced by the uncapped Aled Brew of Newport Gwent Dragons.
Meanwhile, there was no place in either the starting line-up or on the bench for Gavin Henson, one of the heroes of Wales’s 2005 Grand Slam.
Instead Kevin Morgan starts at full-back while James Hook, making his Six Nations debut, is at inside centre.
Cardiff's Chris Czekaj is on the left wing after Shane Williams (hip) and Mark Jones (ankle) were both ruled out.
In the pack, Alun Wyn Jones moves into the second row in place of the injured Ian Evans while Worcester prop Chris Horsman replaces Adam Jones, now no longer in the squad.
Hooker Rhys Thomas and Gethin Jenkins complete Wales's front row. At the back of the scrum, Alix Popham starts at blindside flanker.
