Ireland meet Wales for the 23rd time in the championship looking for a first victory over the visitors since 2021's 45-0 win at the Cardiff Arms Park, a game that seems a lifetime ago.
However, Clíodhna Moloney's recall to the squad means that there are nine players from that 23 remaining for Saturday's game.
Ireland began their campaign with a respectable 38-17 defeat in France and followed that up with a poor loss to Italy, 27-21, in round two at the RDS.
The hosts dominated for large spells but execution and composure at certain times cost them.
Wales, meanwhile, were beaten by Scotland in Cardiff in their opening fixture, losing 20-18. Ioan Cunningham's side conceded eight tries in a 46-10 loss to England last time out.
Moloney's inclusion means the Exeter player is in line for a first cap since 2021.
Bemand makes just one change to his starting XV with co-captain Edel McMahon returning to the flank instead of Grace Moore, while Ealing Trailfinders lock / back row Shannon Ikahihifo is in line for a first cap off the bench.
Jasmine Joyce returns on the wing, Sisilia Tuipulotu starts at tighthead, Alisha Butchers is at blindside, while Keira Bevan is at scrum-half.
