Academy prop Eric O’Sullivan also gets a start after featuring off the bench in the home win against Cardiff Blues on Saturday.
Ulster have won one and lost one of their two Pool 4 games to date, while Scarlets have just a solitary losing bonus point to show for their efforts.
Best, who will equal Andrew Trimble’s club record of 71 European appearances, captains the side in Llanelli and will be joined in the front row by 23-year-old Dubliner O’Sullivan and Marty Moore.
Henderson partners Kieran Treadwell in the second row, while it's an unchanged loose forward trio of Sean Reidy, Jordi Murphy and Marcell Coetzee.
John Cooney and Billy Burns are retained in the half-back positions, with Stuart McCloskey and Addison paired in midfield.
Stockdale’s inclusion on the left wing sees Louis Ludik shift to full-back, with Henry Speight again named on the right flank.
Kyle McCall could make his 50th Ulster appearance, his first since April, after recovering from a torn tendon in his elbow, which he suffered in training back in September. He's among the replacements.
