Ireland's A squad for the Churchill Cup contains just three capped players as selectors call on limited resources to complete the 28-strong party.
With the senior side touring Argentina next month without their entire first-choice starting line-up, Ireland have been forced to select a host of rookies.
Only Luke Fitzgerald, Johnny O'Connor and Roger Wilson have played Test rugby, with uncapped Connacht hooker John Fogarty appointed captain.
Connacht coach Michael Bradley will take charge of the team, which is scheduled to play three games, starting against Canada on 19 May.
Bradley said: 'Last year's tournament was an excellent experience for the players. Three tough games in an intense period makes it a steep learning curve, but we came out of last year's tournament with three good performances.'
