World champion Fernando Alonso was stripped of his pole position at the Hungarian GP after an FIA inquiry into the controversial qualifying session.
The McLaren driver was relegated by five places on the grid for the race and will start from sixth position.
His team-mate Lewis Hamilton was promoted to the front of the grid with BMW Sauber driver Nick Heidfeld moving up to the front row.
The FIA also decided that McLaren-Mercedes will not earn any points from the race for the constructers' world championship. McLaren currently lead the constructors' championship by 27 points from Ferrari.
Alonso and his team were found guilty of preventing Hamilton from putting in a final flying lap in qualifying when the Briton was held up behind his Spanish team-mate in the pit-lane.
The stewards said: 'The actions of the team in the final minutes of qualifying are considered prejudicial to the interests of the competition and to the interests of motor sport generally.
'The penalty to be applied is that such points (if any) in the 2007 Formula One constructors championship as accrue to the team as a result of their participation in the 2007 Hungarian Grand Prix will be withdrawn.
'Because of the delay caused by Alonso, Hamilton was unable to complete his pit stop in time sufficient to enable him also to complete a flying lap.'
Both drivers were summoned along with team boss Ron Dennis and team manager Dave Ryan to the stewards' hearing at the Hungaroring.
Germany's Heidfeld had qualified third for BMW Sauber with Ferrari's Kimi Raikkonen fourth.
Ferrari's Brazilian Felipe Massa, third in the championship and 11 points adrift of Hamilton, will start 14th after a troubled session.
Briton Jenson Button, who took an emotional first grand prix win from 14th place in a wet race in Hungary last year, qualified his Honda a disappointing 17th.
Meanwhile, Ireland’s Adam Carroll has won the GP2 Feature Race at the Hungarian Grand Prix.
It was his second win of the season for Fishicella Racing.
Carroll already had a race win at the British Grand Prix at Silverstone.
