Pendrith's final run also featured an eight-foot birdie on the 15th.
His final birdie of the day came on the 18th hole, getting him to 12 under for the tournament heading into the weekend.
NeSmith carded a 64 on Friday to finish two shots behind Pendrith on 10 under.
First-round leader Jacob Bridgeman is a shot further back alongside countryman Andrew Putnam.
Seamus Power is seven shots off the lead in a share of 26th after a three-under-par 68.
The Waterford man hit four birdies and an eagle at the par-five 12th hole (his third) but dropped two shots on his back nine.
