An eagle on seven was the highlight for Meadow, before bogeys at 10,13, 15 and 16, saw her finish on one-under.
Leona Maguire stands at two-over after a round of 74.
The leader Park is at nine-under just ahead of Germany's Sophia Popov, who carded a second-round 68.
England's Mel Reid holds third place at six-under after a 70. South Korea's HyoJoo Kim (who shot a second-round 72) is fourth at five-under, with Taiwan's Wei-Ling Hsuholds a shot further back after a 69.
