Age grades on the agenda at Annual Congress as 48 motions prepared

A final list of 48 motions has been prepared for this month's annual GAA Congress at Bekan on 26 February.

Included on the list is the well-flagged proposed restructuring of the football championship.

But there are other interesting proposals too, as revealed in a Congress briefing this evening.

Central Council will also propose a motion to introduce U19 championships from 2023.

There are also other motions calling for a return to U18 for inter-county.

If the two grades get the green light, it could technically mean that there would be U18, U19 and U20 championships in 2023.

The GAA’s Rules Advisory Committee has also proposed a motion stating that a member of Central Council shall not hold office as a representative of the same unit for more than five years.

Meanwhile, a motion from the Standing Committee on Playing Rules will allow for penalties in both codes to be given inside the 20-metre line – but not within 25 metres inward of the side-line.

This means that the area within which a penalty can be awarded shrinks and referees will be asked to gauge where the foul occurs before they make a decision.

Another interesting motion comes from Laois club Rathdowney-Errill who propose that a player who wishes to participate in an adult championship game must have completed courses approved by Central Council on Alcohol, Gambling and Substance abuse (AGSA) and Anti-doping Education in that championship year or the preceding one.

The Central Council also proposes that it shall be the privilege of the captain of the winning team to accept the trophy on behalf of the team. In the case of an amalgamation between two teams, one additional player may join the captain in accepting the trophy.
