With up to 13 of his panel also involved in Sigerson Cup action this weekend, Bonner had already stated that the game would be in doubt, but confirmed today that they would not be playing the fixture, despite the Ulster Council earlier today insisting both semi-finals were to go ahead as planned.
Bonner told Highland Radio Sport that "regrettably we will not be fulfilling this fixture".
Donegal defeated Derry at Celtic Park by 1-10 to 0-08 on Wednesday night to top Group A in the Ulster pre-season competition and were due to face the Farney men at noon on Sunday.
However, immediately after the game, Bonner cast doubt on whether his side would be in a position to contest the fixture, saying he only had 23 players to select from.
"We won't have a team," he told the Donegalsporthub website.
"We have 13 players playing Sigerson. That's exactly where we are. I stated this very strongly on Sunday. Something needs to be done. We just don't have the numbers."
Donegal, along with Down who face Tyrone in the other semi-final, requested a deferral of 48 hours, but the Ulster Council rejected that at a meeting earlier today and said both games would proceed as scheduled.
The 2012 All-Ireland champions could face sanctions or a fine for their failure to fulfil the fixture.
