Cillian Buckley replaces Richie Leahy at midfield, a swap that Brian Cody made halfway through the semi-final victory over Limerick.
Three-time All-Ireland winner Buckley struggled in the quarter-final win over Cork as he returned from injury but looked back his best against the Treaty.
Former Hurler of the Year Richie Hogan starts at corner-forward despite speculation he was carrying a knee injury.
Tipperary have named an unchanged team.
Séamus Kennedy, a late replacement for James Barry ahead of the Wexford clash in the last four, holds onto his place.
Kennedy was named at full-back the last day but was employed primarily in the half-back line. Barry Heffernan is named at 3, while Ronan Maher, who usually lines out at 6 is named in the corner.
John McGrath, red carded in the semi-final, retains his place up front.
