The GAA have been has revealed some of the major proposals which will be up discussed at special congress this October.

On the discipline front a change to the on-pitch caution system is being looked at. Under the proposed changes, if a yellow card is shown, that player will be replaced by another player from the substitutes' bench.

New disciplinary rules are being looked at, including a classification of foul play deserving of a yellow card.

These yellow card offences include; ' to pull down an opponent, to trip an opponent with hand(s), foot or hurley, to deliberately body collide with an opponent after he has played the ball away or for the purpose of taking him out of a movement of play, to bring an arm (or hurley) around the neck of an opponent, to wrestle with an opponent, on the ground, and away from the play to remonstrate in an aggressive manner with a Match Official.'

Player burn-out will be addressed and a revised proposal has been drawn up to replace the under-21 championship with an under-20 grade at club and county level.

The much talked about new four-tier senior hurling system is also on the agenda. It is proposed that 12 counties will compete for the Liam McCarthy Cup, with Galway and Antrim entering the Leinster championship.
