GAA president Jarlath Burns has criticised what he described as "bullying, intimidation and threats" directed at officers of the Mayo county board.
Burns made his comments at a special meeting of the Mayo GAA board in Westport on Monday night, which was also addressed by association director general Tom Ryan.
Delegates were shown examples of emails sent to board officers, which were described by Burns as "toxic" and "way beyond what is normal".
Mayo GAA chairman Séamus Tuohy said the correspondence in question has been ongoing and had escalated in recent months.
He said the level of harassment being experienced could not be allowed to continue.
Tuohy said he and county board treasurer Valerie Murphy now intend to bring the matter to the attention of Gardai and were seeking legal advice.
The meeting followed claims about aspects of the board’s finances in recent weeks.
Ryan spoke to delegates in relation to a series of Mayo GAA bank loans, which Croke Park took over from financial institutions over 10 years ago.
There have been claims that a 'write down' on such loans was not passed on to Mayo GAA.
The bank loans amounted to €5m, on top of a separate loan given to the county directly by the GAA, also valued at €5m.
Ryan said a restructuring process reduced the total debt to €9m and that the latest renegotiation led to the loan term being extended to 32 years.
€7.8m is still outstanding and repayments of €25,000 per month are being made.
He said the 'write down' is provided for in Mayo GAA accounts but that the €1m did not come off in one lump sum. Instead, he said, it comes off annually on a pro-rata basis.
Ryan also told the meeting that the GAA "did not make a profit" from any such write downs and all such arrangements were passed on to club and county units.
