Derry footballers Fergal Doherty and Brian Mullen and Monaghan's Tommy Freeman have all been handed proposed eight-week suspensions.
The three players have the option of taking their cases to the Central Hearings Committee.
The suspensions arise from the ill-tempered Ulster Championship game between the counties at Celtic Park last week.
Derry emerged three-point winners but their victory was tainted by several unsavoury incidents.
Elsewhere, the Ulster Council says it will select venues for the Ulster Football Championship semi-finals at a meeting on Saturday.
