The Moyle Rovers man scored 0-10 (5f) in Dungarvan to guide the defending champions into the quarter-finals on a 0-12 to 1-07 scoreline.
An 18th-minute goal from Gary Hurney helped Waterford towards a 1-03 to 0-05 interval lead.
But a high challenge from Waterford midfielder Michael Aherne, six minutes into the second half, earned him a straight red card.
The Deise held the lead until the 54th-minute when Browne pointed.
Browne mustered four unanswered points in a devastating nine-minute spell to dominate the closing quarter.
