Skilful corner forward Ciaran O'Reilly swung over two delightful scores, and they took the lead for the first time when Sherry thumped over an inspirational effort. But it was Tyrone who finished the half strongly with a Cavanagh free and a Martin Penrose point.
Penrose had a close range effort superbly deflected over the bar by goalkeeper Chris O'Brien, who redeemed himself after failing to clear a Kevin Hughes effort.
The Red Hands led by 0-6 to 0-4 at the break, but went 27 minutes before adding to their tally in the second half.
In the meantime the home side, with substitute Sean Doherty making a big impact at midfield, set about imposing themselves on their opponents and were back in front by the 50th minute when corner back Shane Goan swung over a gem from the left wing.
Tyrone's every effort to play themselves into offensive situations was frustrated by a Fermanagh defence growing in confidence, with wing backs Raymond Johnston and Peter Sherry outstanding.
O'Neill and substitute Peter Donnelly scored the Red Hand total of two second half points, but this was Fermanagh's day and a deafening roar greeting the final whistle.
