Judge Kelly to deliver O'Donovan conclusion Later today Judge Peter Kelly will deliver his conclusion of the inquiry into the death of Kim O'Donovan, the 15-year old who died in August last year at a Dublin guesthouse. Judge Kelly started his inquiry last year after questions were raised as to how the teenager could have slipped through the safety net arranged for her by the local health board.
