Around 10.4 million cigarettes have been seized by Revenue officers in Co Monaghan.
The cigarettes were branded "Gold Mount" and have an estimated retail value of €8.2m representing a potential loss to the Exchequer of almost €6.4m.
Revenue said they were discovered during routine profiling.
It added an investigation is ongoing.
