Fingal County Council has stalled plans by house builder, Glenveagh to construct more than 2,100 homes at two different sites in north Dublin.
In December, Glenveagh Homes lodged two separate Large Scale Residential Development (LRD) planning applications for two sites comprising 2,165 homes - 1,350 residential units on lands adjoining Belcamp Hall off the Malahide Rd in north Dublin and 815 homes at Flemington Lane, Balbriggan.
The move by Glenveagh Homes to lodge the LRD scheme for Belcamp followed the house-builder purchasing €130m of property from Gannon Homes that includes the Belcamp site last year.
The Belcamp LRD of 1,350 homes on a 119.5 acre site is to comprise 802 houses and 296 apartments across eight blocks ranging in height from three to five storeys.
Despite the scale of the proposals, the scheme has attracted only one objection concerning a revised road arrangement serving the scheme.
However, the Council has stalled the scheme requesting further information under 24 headings across nine pages.
In the further information request, the Council has told the applicant to draw up a Master-plan approach for its overall land holding at the location.
The Council also expresses concern that the absence of a plan for bus services to serve the development could lead to a scenario where the future population are car dependent for every-day trips.
Due to the scale of further information request, the Council has extended to August 7th for replies to be lodged with the planning authority.
The firm's separate LRD scheme for a site to the south of Flemington Lane at Balbriggan, is significantly smaller than the Belcamp proposals but is attracting far more local opposition.
The scheme is made of 610 houses, 194 apartments and 11 later living dwellings and a total of 44 third party submissions have been received.
In one, the Balscadden District Community Council state that the proposal is too large at this time without enforceable infrastructural delivery in advance.
The Community Council state that the scheme should be refused or require substantial revision to ensure that key road and infrastructural division is delivered before occupation.
On behalf of the Hastings Estate, Balbriggan, Residents Association chairman, Andy Fagan has told the council "while we support housing delivery, we object to overdevelopment, inadequate transport infrastructure and proposals that compromise privacy, safety and long term community well being".
In its further information request, the council has asked the applicant to address concerns relating to site layout, urban design and visual amenity.
