An Coimisiún Pleanála (ACP) has given the green light to Dublin airport operator, daa to construct an observation point for plane spotters close to the airport.

ACP has granted planning permission after concluding that the proposals for the Airport Viewing Point at Old Airport Rd would be an acceptable form and type of development at the location given the site's active use for the purpose of observing plane movements.

Fingal Co Council gave the green light for the scheme at the end of May and it was before ACP following a comprehensive appeal against the scheme, Liam O’Gradaigh of the SMTW Environmental DAC.

Mr O’Gradaigh told the council that the application should be refused on the grounds that the airport should utilise Dublin Airport zoned grounds.

Commenting on the ACP planning permission, ceo of daa, Kenny Jacobs stated on Monday: "This is good news for local families and the many aviation fans who love watching aircraft at Dublin Airport. The new, free‑to‑access viewing area will be safer, more comfortable and more accessible, with clear views of both runways.

He said: "Once we’ve worked through the planning conditions, we’ll progress delivery, fully funded by daa, and keep the community updated on timelines so people can enjoy a proper plane‑spotting experience at 'The Mound’ for years to come."

He said: "Aircraft observation facilities are a feature of airports worldwide, and Dublin Airport is proud to deliver this much‑wanted public amenity for the benefit of the local community and visitors alike.

A spokesman for daa said: "We are encouraged that the decision was issued within the statutory 18‑week timeframe, providing clarity and certainty within the expected period for such determinations."

He said: "The new facility will be a game‑changer for plane spotters and aviation enthusiasts across the region. For decades, "The Mound" has been an informal gathering point for families and enthusiasts to watch aircraft arriving and departing Dublin Airport.

He said that "the upgraded observation area will provide a comfortable, safe, and accessible space with sheltered viewing, seating, dedicated parking, and bike parking, with clear views of both the south and cross‑wind runways. The free‑to‑access facility will be fully lit and powered by on‑site solar."

A planning report lodged with the application stated that the proposal represents "an important investment in community facilities" at Dublin Airport and will contribute "to a safer, more comfortable and more inclusive plane-spotting experience by providing amenities for users".

The report stated that the aircraft observation facility will formalise the position of the ‘airport viewing area’, known locally as ‘The Mound’ in its current informal location.
