The average rents for new tenancies nationally rose by 5.5% annually to €1,696 in the first three months of the year.
Average rents rose by 4.4% for existing tenants to €1,452, according to a report by the State's Residential Tenancies Board.
Dublin saw its lowest new tenancy growth rate since 2022 at 3.3% but counties Donegal, Kerry, Kildare, Laois, Limerick, Monaghan, Roscommon and Tipperary saw new tenancy rent increases of more than 10%.
There has also been an increase in the number of landlords who are renting out 100 properties or more from 11.8% a year ago to 13.9% in the first three months of this year.
Tenancies offered by Approved Housing Bodies grew by 11.7%.
Donegal, Kerry, Laois, Monaghan and Tipperary have new experienced eight quarters of high new tenancies rent increases.
The Residential Tenancies Board said since the Rent Pressure Zone system was extended across the country the organisation will target "education and outreach" to new counties covered by the system.
Rosemary Steen, director of the Residential Tenancies Board, said the organisation would continue to engage with the Department of Housing on significant changes to the rental rules which are due to take effect from March of next year.
"Through the legislative process, we hope to gain new tools to allow us to enforce Rent Pressure Zone rules at a greater scale and pace," she added.
