A new report by the National Economic and Social Council has urged the building industry to overcome the stigma associated with new modern methods of house construction to speed up the delivery of homes.
The report says adopting new systems can be a "game changer" for the housing industry.
The report has called for increased use of offsite manufacture of buildings and their components in a factory setting and before they are transported and assembled onsite.
It said it could drive higher productivity gains, substantially increase housing supply and help to meet the environmental goal of decarbonising housing of both new and existing housing stock.
The report recommends closer collaboration with the insurance industry so the risks are understood in relation to fire safety and insulation.
It adds the methods of building are not fully understood and "negative perceptions exist among consumers, developers, funders and insurers."
It has recommended increasing targets and funding for new public housing using new building methods and to set binding records in an effort to reduce the carbon footprint of the construction sector.
