Fresh plans are being lodged for almost 1,000 new homes on the site of the former Central Mental Hospital Dundrum in Dublin.
The Dundrum Central development is being planned by the Land Development Agency (LDA) in partnership with Dún Laoghaire Rathdown County Council.
In May of last year, An Bord Pleanála granted permission for 852 new affordable homes on the site.
However, the development cannot currently go ahead because of a legal challenge from a local resident.
The LDA is defending the case.
The new application is being made using the Part 10 process, allowing it in partnership with the local authority to go directly to the planning board.
"Dundrum Central is a flagship development for the LDA, delivering much needed affordable homes in a prime location," said John Coleman, CEO with the Land Development Agency.
"This project has the potential to completely transform the area, providing new community and sports facilities, retail and open green spaces for current and future residents."
In total 753 affordable and cost rental homes are planned along with 181 social homes.
The LDA said apartment building heights along the boundary have been lowered on foot of previous concerns raised during earlier consultations.
However, overall it says the new plans are broadly in line with the existing permission.
Along with apartments, duplexes and community homes designed for a mixture of different types of residents, a community centre, medical centre, retail units, café and creche are also planned.
