Dublin firms say offering flexible and remote working is the most effective way to attract and retain talent.
New research by Dublin Chamber shows that positive work culture ranked second, surpassing competitive salaries.
Its latest business outlook report indicates a shift in employee priorities.
It also suggests that employers are taking heed, by prioritising employee health and well-being over a broad range of metrics.
"These factors have become paramount considerations for employees when selecting their place of employment," the report states.
Today's research also highlights a wide range of skills shortages among companies.
One in two Dublin businesses reported a shortage of industry-specific skills, while one third reported deficits in management skills.
One in four also reported communication skills shortages.
