Minister for Finance Paschal Donohoe has said that October's budget will have housing as its centrepiece as the Government seeks to implement its new "Housing for All" plan.
The Government is due to publish the housing plan on Thursday.
Mr Donohoe said the next two budgets will focus on reducing emergency borrowings, including money borrowed for the Pandemic Unemployment Payment and the Employee Wage Subsidy Scheme.
He said the schemes were supported by "all borrowed money and we need to reduce that borrowing".
Pascal Donohoe said that the budget will always try to make progress on things that are important for living standards and supporting our country.
But given what we have been through in the last 18 months it would be "a hell of a move to think about goodies in the budget," he added.

Minister Donohoe said that spending for the Budget, including for housing, will be within the framework for the national finances that has already been agreed up to 2025.
He said that by 2023 the Government aims to move to the point where the only borrowing is for investing in the future and for capital investment, including the building of new homes.
