Plans are to be lodged in the coming days for a 244 unit 'build to rent' apartment complex scheme on lands formerly owned by Blackrock College in south Dublin.
Builders Lioncor Developments is to lodge fast track plans with An Bord Pleanála for the scheme at Cross Avenue, Blackrock that will reach to nine storeys in height.
The scheme by Lioncor subsidiary, 1 Players Land Ltd, is to comprise of 122 one bed apartments, 100 two bed apartments, 18 studios and four three bed units contained in three blocks on lands adjacent to Blackrock College.
The scheme is to include Resident Support facilities and Resident Services including a cafe, co-working area, meeting areas, a pet wash, a fitness area and a residents' lounge.
The scheme also includes plans for 71 car parking spaces in the basement and 479 bicycle parking spaces.
The planning notice states that the planning documents contain a statement why planning permission should be granted notwithstanding that the scheme materially contravenes the local development plan.
Lioncor last year paid out a reported €16 million for the Cross Avenue site in the face of competition from a number of other builders eager to secure the site.
The proceeds of the sale went to the order responsible for Blackrock College, the Holy Ghost or Spiritan congregation.
Lioncor, a joint venture between Alanis Capital and US private equity giant, Oaktree gave notice to An Bord Pleanála earlier this year of its intention to seek planning for 311 build to rent apartments in a scheme reaching 12 storeys in height.
However, as part of a pre-planning consultation exercise, the board told the applicants that the proposal required further consideration or amendment.
Now, Lioncor has given notice that it is to lodge scaled down plans in the coming days for its 244 unit scheme.
The planning notice for the scheme states that the application site includes lands formerly part or owed by Blackrock College.
The scheme is to involve the demolition of two existing buildings on site, Tower Green and Clareville.
As part of the pre-planning consultation for the 311 unit scheme, An Bord Pleanála sought clarification from Dun Laoghaire-Rathdown Council in relation to concerns raised regarding institutional lands at the location.
An Bord Pleanála also sought a justification or rational for the development of the lands.
The inspector in the pre-planning case, Daire McDevitt recommended further consideration on the plans in respect of the following elements - compliance with local planning policy and development strategy.
