The Government is preparing to shut down the charity tax loophole being exploited by vulture funds in the aftermath of the Apple tax ruling. 

Vulture funds have spent billions of euro buying toxic loans in Ireland at low prices in recent years.

Education Minister Richard Bruton said that Finance Minister Michael Noonan had indicated that Revenue had completed a report into the use of Section 110 by vulture funds.

He added that policies in the Department of Finance were being prepared to deal with this. 

Minister Bruton said he expected this measures would be contained in the Finance Act which will be passed before the end of the year.

He said that while he can not pre-empt Mr Noonan's work in this area, Mr Bruton said that clearly the intention is to end any potential abuse of the loopholes.

On the European Commission's ruling on Apple, Mr Bruton called the move "staggering". He added that the Government's decision to appeal the ruling was "absolutely right".
