Britain's Competition Commission has issued a document for public consultation on its ruling that Ryanair should reduce its shareholding in Aer Lingus.
Its ruling was published in August and said that Ryanair's 29.8% shareholding in Aer Lingus had or could lead to less competition between the two airlines on their routes to the UK.
The Competition Commission said Ryanair should reduce its shareholding to 5%. Ryanair has appealed the decision.
The commission said a "Divestiture Trustee" should be appointed to sell the Aer Lingus shares to suitable buyers.
It is intended that the document, issued today, would allow for some preparations to take place now, should the the appeal uphold the commission's August ruling.
Simon Polito, the commission's deputy chairman and chair of the Ryanair Aer Lingus Inquiry Group, said today's move was to avoid delays should the Tribunal uphold the commision's final report.
Ryanair today announced some new routes for next summer including Knock to Eindhoven, Glasgow and Kaunas; and Shannon to Berlin, Faro, Fuerteventura, Krakow, Memmingen, Nice, Paris and Warsaw.
