Official figures show that there were few changes in consumer prices last month, with the annual rate of inflation edging up to 2.9% from 2.8% in October.
The Central Statistics Office said prices in November were unchanged from October.
Education costs increased by 2.1% during November, while clothing and footwear prices rose 1.5%. But these rises were offset by falls in other areas, including a 0.6% drop in the alcoholic drinks and tobacco category due to lower prices for wine and spirits in off-licences and supermarkets.
There was also a 0.4% fall in restaurants and hotels, due to a drop in the price of accommodation.
The CSO figures show that mortgage costs fell by 0.3% during the month, but rents crept up 0.2%. Mortgage costs are still 17.8% ahead compared with November last year, however.
Transport costs fell by 0.2%, as air fares fell 2.4% and petrol prices were down 0.6%.
The EU harmonised index - which excludes mortgage repayments - was also unchanged in the month, giving a 1.7% annual increase.
