The IMF and EU are putting the Government under pressure to sell assets to raise more than €2 billion in a privatisation process.
Sources have told RTÉ News that Ministers feel it will be difficult to meet that requirement without including the State's energy companies in any sale process.
The Cabinet met today and discussed the potential privatisation of State assets.
Sources say some members of Government have significant concerns about selling networks and remain opposed to such measures.
No decisions have been made and Ministers will return to considering options next Wednesday.
Yesterday, Transport Minister Leo Varadkar confirmed that ministers were considering the sale of the Government's stake in Aer Lingus. Earlier this week, Tánaiste Eamon Gilmore confirmed the Government had also put the National Lottery on a list of potential assets for sale, though he stressed that no decision had been made.
