Seán Dunne has been given the go-ahead to re-develop the Hume House office block site in Ballsbridge he bought for €130m four years ago.
Mr Dunne bought the site around the same time he bought the adjoining Jurys and Berkeley Court hotel sites.
His company Mountbrook was granted planning permission by Dublin City Council to demolish Hume House and build a Y-shaped office development of six, eight and nine storeys.
This decision was appealed to An Bord Pleanála by An Taisce, which said there was already an oversupply of office accommodation, while local residents described the proposal as a 'NAMA valuation exercise' and financier Dermot Desmond objected to the 'poor quality design and materials'.
But in granting permission, An Bord Pleanála said that, as the existing office building was eight/nine storeys, the new development would not seriously injure the amenities of the area.
One of the conditions of permission is that external finishes will be submitted to the planning authority for approval.
Mr Dunne has also submitted revised plans for the Jurys and Berkeley Court hotel sites following the rejection of his original plans which included a 37-storey tower.
His new plans involve 12 blocks of mainly residential development including two 15-storey towers, but these were rejected by local councillors who said the density was too high. This is also due to be decided by An Bord Pleanála.
