The Minister for Finance is to bring proposals to next week's Cabinet to address what a Government statement said was the obvious need to learn lessons from the banking collapse.
Last month, Green Party leader John Gormley backed calls for an enquiry.
Today's statement - after a lengthy Cabinet meeting - said the Government would make clear in the Dáil what it felt the appropriate approach should be.
'The Government today discussed a range of issues in relation to the imperative of restoring a properly functioning banking system, including the obvious need to learn lessons from the events that led to current problems,' this evening's statement said.
