Fine Gael has published its suggestions for next week's Budget including 5,000 voluntary redundancies in the civil service.
They also suggest a freeze on pay increases and increments for those in the public sector earning more than €50,000 a year.
The party is also calling for banks to be charged €1.5 billion for using the State guarantee.
Party leader Enda Kenny said Ireland was in a much worse economic situtation than other countries because the Government had wasted the fruits of the Celtic Tiger.
He said it was vital that the Government does not cut capital spending or increase taxes on employment, investment or consumption.
