Average earnings in the public sector, excluding health, rose by 5.7% in the year to September, according to the Central Statistics Office.
243,300 people were employed in the sector, up 4,000 from a year earlier, but down by 5,900 compared with June 2005.
When health is included, 344,800 were employed, up 7,200 over the previous 12 months.
