SIPTU says its advisors have received a copy of Minister for Transport Seamus Brennan's business plans for the proposed break-up of Aer Rianta.
The union said the advisors would make a preliminary assessment, including an estimate of the time they would need to assess the implications for its members, the regions and the travelling public.
SIPTU said it was concerned at the time scale of two weeks that the Department of Transport had allowed for a response.
The union said it would expect more time to be given if this was needed.
