Ryanair has resubmitted its proposals, offering new routes from Dublin and Shannon if it is allowed to build and pay for its own terminal at Dublin Airport, to Public Enterprise Minister Mary O'Rourke.
Chief executive Michael O'Leary says last year's rejection of the airline's plans has been a policy failure.
He says the situation at Shannon, where Ryanair is promising five new routes, is now critical, with two airlines having withdrawn and Virgin Express set to cease operations from January.
