Celebrities tipped as possible replacements include actress Emily Atack, Made in Chelsea star Spencer Matthews and former footballer Ian Wright.
The BBC announced that Laing would be unable to take part on Thursday - two days ahead of the pre-recorded launch show for the new season.

"As the Strictly launch show is pre-recorded, Jamie will still feature in this programme which airs Saturday 7th September."
Laing said he was "devastated" to miss the show and wished his "buddies" good luck.
"2019 is going to be incredible," he said on Instagram. "They're a great bunch of people. They're wonderful. I wish I could be dancing, but I can't. But they will rock the dance floor."
The show's executive producer, Sarah James, added: "We are so sad that Jamie won't be able to take part in the series, he had already lit up the ballroom during the launch show with his boundless energy and enthusiasm. We wish him a full and speedy recovery."
Strictly Come Dancing returns to BBC One on Saturday, September 7 at 7:10pm.
