Media watchdog Ofcom is investigating complaints from 'X Factor' fans who claim that they could not get through to vote for the show's eventual runner-up Rhydian Roberts.
The Welsh opera singer had been favourite to win the show but narrowly lost out to Scottish teenager Leon Jackson last Saturday night.
Ofcom confirmed that over 700 complaints had been lodged in relation to the telephone voting for the final of the reality show.
A spokesperson for Ofcom said: "They expressed concerns about the operation of the voting and many said they were struggling to get through."
An 'X Factor' spokesperson yesterday denied any voting irregularities.
The production company which makes the show, Talkback Thames, admitted that some viewers who attempted to vote got engaged tones.
The company insisted that this was due to the volume of calls and that the contest was not rigged.
The spokesperson said: "As all numbers go through to the same lines and vote platform, it is impossible for there to be any bias in favour or against a particular contestant."
"Phone lines were monitored throughout the night and there were no issues on voting lines."
"We do get a huge surge of calls and depending on phone operators some callers may have experienced an engaged tone or network busy message and therefore may have to call back, but these calls should not be charged," the spokesperson said.
The ITV website has reportedly been flooded with complaints from fans of the show who attempted to vote for Rhydian Roberts but could not get through.
