The 86 nominees are chosen by 20 'listmakers' for albums they have released between 1 July 2002 and 30 June 2003.
This year's selectors include Tori Amos, Erykah Badu, Cameron Crowe and Tom Waits; Rice's album 'O' was chosen by Nic Harcourt, host of the acclaimed US radio show 'Morning Becomes Eclectic'.
Other artists nominated include Beck, Blur, Common, Eels, Four Tet, Grandaddy, The Mars Volta, Mogwai, Ms Dynamite, Nick Cave, Radiohead, Sigur Ros and The Streets.
The list of ten finalists will be announced in September with the winner chosen on 16 October in Los Angeles.
