Plans are being made to go ahead with the TradFest festival in Dublin's Temple Bar next January.
The five-day festival usually attracts around 25,000 people.
However, Martin Harte of the Temple Bar Company said it will be a series of small concerts for a maximum of 50 people and videos online if Dublin is at Level 1 or 2 restrictions.
If the city is at higher levels it will be postponed.
The Hothouse Flowers were filmed performing outside Temple Bar pubs as part of a television special of traditional music due to be broadcast on RTÉ later this year and on PBS in America in the new year.
Other acts will include Clannad and Mundy,
Mr Harte explained that the TV special is being financed with money that was to be used to promote the annual Irish Fest in Milwaukee which attracts 130,000 people a year but which had to be cancelled this year.
He said the programme is a chance to provide work for Irish musicians and to promote the trad festivals.
However, the future of the 2021 Irish Fest next August remains in doubt.
