The Minister for Housing, Darragh O'Brien, has said he will bring measures to "level the playing field" for first time buyers to Cabinet on Tuesday.
Work is continuing with Minister for Finance, Paschal Donohoe, on measures to prevent the bulk buying of family homes over the weekend, he said.
Mr O'Brien added the resolution would be "two fold - one relates to planning and one relates to tax".
He said the planning issues could involve "density and designation".
The "bulk buying of large portions of family estates is something we will not see any more," the minister added.
He was speaking at the sod turning for 51 new social and affordable homes in Lusk, Co Dublin.
