Japan has accused Russia of violating its airspace and has demanded an explanation.
It says a Russian bomber flew over its territory, the first such incident for two years.
Moscow has cast doubt on the Japanese claims.
It said Russian airforce planes carried out a mission according to plan, a spokesman said, adding that Japanese military airspace was not breached.
