It has emerged that the Department of Health wrote to the Department of Transport last July expressing its disappointment about the way the Government was addressing drink driving.
The Department of Health complained that a lowering of the legal limit of blood alcohol concentration was not being specifically recommended in the Government's Road Safety Strategy.
The letter was obtained following a Freedom of Information request by Fine Gael.
It was written three months before the publication of the strategy last October.
The strategy did call for a reduction of the legal limit of blood alcohol concentration, but did not specify a new limit.
Speaking on RTÉ Radio's Morning Ireland, Fine Gael Transport Spokesman Fergus O'Dowd said there is no need for further research on the issue.
Minister for Transport Noel Dempsey said the Road Safety Authority was the expert body which advised him on road safety.
