South African Archbishop Desmond Tutu has urged world governments to make sure that all newly-born children are properly registered to guarantee their access to citizenship and services.

He was speaking in New York at the launch of a global campaign by the international children's charity, Plan, to register all children at birth.

The charity says no records exist for 60% of babies born in south Asia each year, and that 55% of births in sub-Saharan Africa go unrecorded.

'It is actually a matter of life and death, because it gives access to education, to healthcare,' said Archbishop Tutu.
