The Northern Secretary, Dr. Mo Mowlam, and the Minister for Justice, John O'Donoghue, have signed an agreement setting up an independent commission for the location of the remains of victims of paramilitary violence. Speaking before the signing, Ms. Mowlam, said that she had no intention of parking the peace process.

The IRA has indicated that they know the location of the graves of seven people killed by the organisation. The joint independent commission will facilitate the location of the victims' remains. There will be immunity from prosecution in respect of any evidence gathered in the operation.
